The March Joint Powers Authority is comprised of four jurisdictions whose boundaries touch
March Air Force Base. The four jurisdictions include the County of Riverside and the cities of
Moreno Valley, Perris, and Riverside. Each jurisdiction selects two of its elected officials to serve
on the March Joint Powers Commission, the governing body of the Authority.

LEGAL COUNSEL

The Joint Powers Commission has formed two other legal entities that will be
responsible for carrying out specific goals and objectives of the Commission.
The March Joint Powers Redevelopment Agency has developed a redevelopment
plan that covers the entire base, and the March Inland Port Airport Authority will
develop and manage the civilian part of the joint-use airport.
